THE CHIEF DIRECTOR

Alhaji Hafiz Adam was appointed as Chief Director in the Civil Service of Ghana in February 2019 and posted to the Ministry in April same year. He took over from Mr. Joe Tackie, a foundation Chief Director of the Ministry on 5th April 2019. Alhaji Adam joined the Civil Service in November 1994 at that time, the Service and the Local Government Service were under one of head of Service.
He began his career as an Assistant Director IIB in the Administrative Class and rose through the ranks by dint of hard work to a Director of Administration in 2010. He is an enthusiastic, optimistic, and energetic public servant with several years of experience in public Administration dating back to 1992. He enjoys working with dynamic individuals and teams in a challenging environment. He has the capacity to adopt innovative ideas, and concepts and turn them into tangible goods and services for the benefit of the society.
His career objective is to pursue a distinctive career in public administration in a challenging and learning environment to help build the capacity of the employees with requisite skills, competencies, and behavior for them to grow and develop to realize their full potential and contribute their quota to achieve planned objectives. Whilst with the Local Government Service, he worked in various Districts such as Techiman, Obuasi, Fomena, Kintampo, Ejura, Sunyani, Kumasi, and Nkawie, Koforidua.
As a Coordinating Director in various Districts since 2004, he provided overall effective and efficient strategic leadership for the District Assemblies. He coordinated the activities, plans, and programmes of all decentralized and the non-decentralized Departments of the Districts to avoid duplication of efforts and ensure harmony in the implementation of Government policies. He also served as the Secretary to the District Assembly and Executive Committee of the Assemblies.
He represented the Assemblies at higher level negotiations such as the traditional councils and with other stakeholders. As Chairman of the budget Committee, he provided guidance for the preparation of the Annual budgets of the various Assemblies and took active part in the preparation of the various medium-term development plans of the Assemblies. As part of his career development in the Civil Service, the Chief Director attended several capacity building courses as follows:
Public Procurement Act,2003,Act 663 Chief Executive Programme, Accelerated Training Programme for Chief Directors and Directors in the Civil Service ,Accounting for Non-Accountants, Report writing, Presentation skills, Art of speaking and Speech Writing, Effective Communication and Human Relations, Introduction to Management, Office Management and Administration, Policy Formulation and Analysis, Human Resource Management etc
Alhaji Adam holds MA in Conflict, Peace and Security; MA in Public Sector Management; Post Graduate diploma in Public Administration; Post Graduate Certificate in Public Administration and; Bachelor of Education and a Diploma in Economics.
Alhaji Adam brings to the Ministry ethical and transformational leadership bearing in mind that ‘EVERYTHING RISES AND FALLS ON LEADERSHIP’
